There is a link between the proper functioning of Internet Explorer and the files used by Windows Update.

While logged in with an account that has Administrator privileges, run FixWindowsUpdate.cmd to reinitialize the files used by Windows Update.

Afterwards, please ensure that your copy of Windows is fully up to date by clicking on Start Menu -> All Programs -> Windows Update.
